Another drive-by suspect is sought
Police are searching for a man with known gang ties who they believe was a fourth occupant of the car thought to be involved in a drive-by shooting in Central Point Tuesday that investigators call a gang-related "random act of violence."
The 4 a.m. shooting injured two people with no gang connections and spurred a high-speed chase that ended in a crash that killed Gustavo Santiago, a 17-year-old Central Point resident, the Jackson County Sheriff's Department reported Wednesday.
Jackson County sheriff's deputies originally thought three people were in the Chevy Impala that led Oregon State Police on an eight-mile, high-speed chase after the shooting.
Investigators later concluded 20-year-old Gabriel Perez of Medford ran away from the scene and hitched a ride to Gold Hill after the car crashed.
Santiago was ejected during the accident and pronounced dead at the scene.
Police say Perez was in the car when Miguel A. Carbajal, 19, of Traver, Calif., fired several shots at Gold Hill resident Erik Lee Dorey, 22, and 19-year-old Jennifer Knutson of Central Point, who were in an Isuzu Rodeo near the corner of Beall Lane and Circle Wood Drive just after 4 a.m.
Dorey was shot in the jaw and taken to Oregon Health & Science University in Portland. He was listed in serious condition Tuesday, but the hospital would not release his condition Wednesday at the family's request.
Knutson was taken to a local hospital and treated for injuries that were not gunshot-related, investigators said.
Investigators described Dorey and Knutson as "innocent bystanders." The Sheriff's Department reported late Wednesday that neither Dorey nor Knutson have any affiliation with gang members.
However, the suspects in the fleeing car have documented gang connections. Carbajal and passenger Francisco J. Campos, 19, also from Traver, Calif., are linked to a Norteño gang cell in Tulare County, Calif. Initial police reports listed an incorrect age and hometown for Campos.
Perez is a locally known and documented Norteño gang member, and Santiago was a known Norteño associate, police said
The Norteños are a Hispanic gang that formed in California prison system in the late '60s.
As officers responded to the Tuesday morning incident, police said they saw the Chevy run a red light at the corner of Beall Lane and Highway 99 and pursued it west to Old Stage Road, where it crashed near the 8200 block, about a mile and a half south of Interstate 5 near Gold Hill. Carbajal and Campos were taken to a local hospital for treatment. Carbajal was later discharged and booked into the Jackson County Jail. He was held on $2 million bail, according to jail records. He was arraigned in Jackson County Circuit Court Wednesday on charges of attempted murder, first-degree assault, second-degree assault, first-degree manslaughter, attempting to elude a police vehicle and driving under the influence of intoxicants.
Perez has been convicted of numerous crimes since 2008, including burglary, second-degree rape and failing to register as a sex offender, according to court records.
Perez is 5 feet 7 inches tall and weighs about 140 pounds. He is Hispanic and has black hair and brown eyes. Both of his ears are pierced and he has a scar on his forehead. Police say Perez has numerous gang-related tattoos, including the word "Norte" on his chest and right forearm, and the letters "ENE" and "XIV" on his left hand. All are symbols of the Norteños gang, police have said. The Medford Area Drug and Gang Enforcement team is assisting in the sheriff's department's investigation.

Shooting plot foiled against rival gang
The Eugene Police Department announced Friday that they caught wind of and have sought to stymie a plot hatched by one Eugene-based criminal gang to shoot members of a rival gang on Halloween, this Monday.
Police said they suspect that members of the West Side Piru gang planned to attack members of the South Side Play Boy Sureno Trece gang in the area around Churchill Village, a large apartment complex in west Eugene where some South Side members live.
After gathering information about the plan through confidential sources, police notified both gangs that they are aware of all the plan’s details, severely decreasing the likelihood that an attack will happen, said Sgt. Scott McKee of special investigations.
Police have had extra patrols in several west Eugene neighborhoods for the last week and have gone door-to-door notifying residents of the threat of violence.
“While we don’t wish to unduly alarm the public, it is important for everyone to be aware of these types of situations and report them to police,” said Detective Greg Harvey in a prepared statement. “Gang activity can spill over to affect innocent bystanders and we want to prevent this type of thing from occurring in our community and neighborhoods.”
Police said Friday that the Halloween plot was possible retaliation for an incident that occurred on Sept. 23, when four South Side gang members in a vehicle attempted to open fire on several West Side gang members near Trainsong Park, also in west Eugene. Only a malfunctioning handgun thwarted that attack, McKee said.
Investigators first heard about that failed shooting from a citizen tip, McKee said, and during follow-up inquiries the Halloween plot was discovered.
The investigation into the potential attack is still under way but “conspiracy cases like this are difficult to prosecute,” McKee said.
Police are advising parents to be “hyper vigilant” if they take their children trick-or-treating and to stay with them at all times. Any suspicious activity in the area should be immediately reported to police, they said.
Both gangs, which have national ties, have between 12 and 16 members locally, McKee said.
“This type of gang tension doesn’t go away with police pressure,” he added. “Once ... violence begins, there is a retaliatory process that is never-ending.”
McKee said Eugene residents need to be more aware of the tangible threat of gang violence in the community.
“People sometimes use the term ‘wannabes’ when describing gang members here,” he added. “We have to be careful using that terminology because (it) can be a challenge for a young gang member who wants to establish himself as legitimate.”

Since Oct. 24, the department has received calls about graffiti, with a lot of it being gang-related.

Julio Marquez, 13, becomes youngest gang-involved Portland homicide victim in at least a decade
Yvonne Wainis was frightened Sunday night when she heard a commotion outside her ground-floor unit at Colonial Villa Apartments in Northeast Portland.
"I heard somebody running by screaming, just screaming loudly," Wainis said. "I was scared."
Wainis, who was home alone, wondered whether neighbors were fighting and peered out her front window. When she didn't see anything, she locked her front door and went to bed. It was about 11 p.m. Then came what sounded like feet banging on her bedroom wall from the adjacent alley. She tried to ignore it.
Early the next morning, an eighth-grader taking a shortcut through the alley to catch a bus to school on Northeast Halsey Street found a body. Police say 13-year-old Julio Cesar Marquez died from blunt force trauma and gunshot wounds, the city's youngest gang-involved homicide victim in at least a decade.
"It's crazy. I didn't think somebody was trying to call for help, or dying right outside my house," Wainis said Wednesday. "We were just shocked."
Other residents had heard as many as six gunshots. On Monday, police found a bloody trail on the concrete path outside the apartments leading to the alley. A bullet had struck a car in the lot.
At the time of his death, Marquez was on juvenile probation for an assault. But that didn't keep him from boasting on his Facebook page, under the moniker "Ese Stoner," about his affiliation with the Surenos gang, smoking marijuana with friends, and his journey in and out of juvenile detention this year.
On Saturday, he posted, "I love gang bangin violence!" The next night at 8:16 p.m., his last post, he wrote he had fun looking for someone "but their (sic) lucky they were hiding."
His violent death shocked teachers at the Rosi Hinton alternative school in the David Douglas District, who knew a much different, respectful side of Marquez. After assaulting another student at Ron Russell Middle School in April, he enrolled in the 50-student alternative school in September. His grades were mostly B's, a few A's and C's. Teachers described him as polite, well-liked and talented in math. He talked about getting rid of his tattoos and a future desire to join law enforcement.
"He was a model student. This is a shock," said Rebecca Black, executive director of Oregon Outreach, which runs the school. "It's hard when you see all that potential, and 13's a baby. We had a counselor in today to talk to our staff, because it's heartbreaking."
Difficult family life
Marquez's family life was difficult. He lived with his mother, Diana Baxter, 43, in Southeast Portland. Baxter has had troubles of her own. She came to the United States from Panama at age 15. Julio was her fifth child. She's been struggling to pay bills since she was indicted for stealing $65,000 from her employer, the state Department of Human Services between 2005 and 2009, when she was fired. She pleaded guilty Sept. 28 to 20 counts of aggravated theft, theft by deception, felony computer crime and official misconduct. She will be sentenced Dec. 1.
"Of course, I'm very, very sad," Baxter said Wednesday. "I'm barely functioning. I'm overwhelmed. All I want to do is just see my son."
Baxter has been working at Sprint since she lost her state job. Her wages are garnished because of unpaid traffic tickets. Last May, the teenager's father, Julio Cesar Marquez Sr. owed his mother $3,050 in past child support.
On Wednesday, the senior Marquez muttered only, "I've lost my son. I've lost my son."
In and out of detention
The younger Marquez had theft arrests. On May 20, he was taken to detention over the April assault. Multnomah County juvenile counselors were assigned to supervise him the next day, when he was released with an electronic-monitoring bracelet. He broke it off and ran away from home May 26, said Hank Stern, a county spokesman.
Marquez was picked up again June 1 and pleaded guilty June 23 to fourth-degree assault for the school beating. He was given eight days' detention and one year of probation. He was released with an electronic monitoring bracelet, only to disable it again. He was re-arrested Sept. 1, given eight days of detention and his juvenile court counselor made visits to his home four times in the last two months.
His juvenile counselor knew of Marquez's gang affiliation, but was unaware of his Facebook page, which was not under his name, Stern said. Juvenile counselors have the power to shut down a Web page if they notice inappropriate posts.
At the apartment complex where the shooting occurred, residents were stunned Wednesday that no one noticed the boy's body until the next morning. Tammy Piazza said she heard two shots, then four more Sunday night about 10. "Honey, somebody's shooting out there!" she told her husband.
She said the alleyway is not lit, and residents have become used to the violence and gang problems in the neighborhood. But the death of a young boy was too much for her. "I'm moving," Piazza said.

I think they took down 30 members in Oregon and Idaho. I'm sure they are on the way down low after that.

Double stabbing reported in Ontario November 12th, 2011
ONTARIO — The Ontario Police Department is investigating a double stabbing in Ontario after being alerted by hospital staff at Saint Alphonsus Medical Center-Ontario.
The call came to the police department at 7:15 p.m. Wednesday, when hospital staff in the emergency room reported they had two individuals, both brought in by private vehicle, who had stab wounds to the upper body.
One of the men, a 28-year-old male with a last known address from Nyssa, suffered life threatening injuries and was flown to Saint Alphonsus Regional Medical Center in Boise. The second man, a 20-year-old with a last known address from Fruitland remains in Ontario with non life-threatening injuries.
Neither man was able to give a statement to police.
Ontario Police Chief Mark Alexander said officers encountered a variety of friends and family at the hospital, but none were willing to cooperate with the officers.
“We believe this is gang-related,” Alexander said. “That is consistent with the lack of assistance.”
Alexander said, because of the lack of assistance and because both men were taken to the hospital in private vehicles, police do not know where the stabbing occurred.
“Because of the extent of the injuries, we believe there is some physical evidence — blood — somewhere,” Alexander said. “We are looking for any information we can that is related to this.”

A lot of those Sureño hoods in Portland need to be updated. A lot of those hoods are gone or inactive.At least half of that list is inaccurate.
